Some young people don't have parents or guardians in a position to provide these hours or the necessary vehicles. VicRoads has therefore developed the statewide L2P Program, or Learner Driver Mentor Program, to ensure that these young people aren't disadvantaged by not being able to gain their drivers licences. The program is funded by the Transport Accident Commission and implemented by VicRoads and local Councils. Manningham Council will oversee the implementation of this program within the municipality of Manningham.
